To develop an internally integrated economy is a noble ideal. But how to achieve it within a globalised trade system is another matter.

A noble ideal is a free market. It's an ideal always worth pursuing. Politics is unfortunately, is the art of the possible. The practical ideal of 'advantage' has always trumped the noble ideal of free trade.

If you want to see the internally integrated economy, look to North Korea. But don't expect to see anything noble about it.
